الملخص

The investment in human capital, through human development is one of most  important investment ,due to the ability of this human resource to innovate and develop over time compared with the material resource, depleted over time ,especially  if  it is given to the human resource advanced levels of health ,education and training, These important elements which are indispensable for any of apeople they are the basics of life and the requirements of couutries seeking a bether standard of living under the umbrella of human development .The study found that investment in human capital is facing a set  of challenges on the various economic and socidl fronts , which  formed a impediment to investment in human capital and activating its role of the developmental process.
