الملخص

In the recent decades, a new trend has emerged, with international economic, political and social developments, which thinks that small and medium enterprises sector is the cornerstone of economic development achieving through its vital role is playing to address economic and social problems in developed and developing countries, such as unemployment and poverty by expanding the productive base, and achieve industrial integration. 
Small and medium enterprises are represent great importance in the national economy especially in light of trade liberalization and increased  exports competition between countries' which need employment generation, because  of competitive economy with productive is not base only on giant companies alone, but there attractive environment for business leadership, and the availability of a wide network and efficient suppliers, which capable to meet the needs of large companies and other complementary activities in any of the other economy sectors, which small and medium enterprises do it, and this  increase the chances of the productive base development and diversification.

The research aims to clarify the concept of small and medium-sized enterprises and their role in achieving the overall development of the Iraqi economy and society at the present and the next stage.

Finally, the researchers reached a number of conclusions and recommendations.
