The research aims to determine the impact of the investment budget on the banking process represented by foreign investment. Therefore, this research was designed with the aim of identifying the impact of the investment budget on the banking process represented by foreign investment. This research included some theoretical concepts related to both the investment budget and the banking process represented by foreign investment. The research period extended from 2015 to 2023, and a set of financial methods was used to measure the research variables represented by the investment budget and the banking process represented by foreign investment. A set of statistical methods was also used to determine the impact of the variables and test the research hypothesis, including simple linear regression, in addition to using the interpretation coefficient (determination) (R2) for the purpose of measuring the percentage of what the independent variable explains of changes affected by the dependent variable in the research. The significance test (F) to test the significance of the main research hypothesis, and in order to verify the proof of the research hypothesis, the statistical program (SPSS-V23) was relied upon. Some of the research conclusions indicated the absence of a statistically significant effect of the investment budget in the banking process represented by foreign investment, which means that the investment budget does not affect the banking process represented by foreign investment. A number of recommendations were reached, the most important of which is improving the investment environment in Iraq by creating a continuous cooperation link between fiscal policy and monetary policy based on cooperation in order to develop the investment budget through banking operations in a way that serves the Iraqi market.
