Smart sustainable cities are a modern concept that aims to improve the quality of life in cities and promote sustainable development. These cities rely on information and communication technology and artificial intelligence to improve the performance of infrastructure and public services and to enhance the environmental, economic and social sustainability of local communities. The research aims to diagnose the requirements of transformation towards smart and sustainable cities according to the standards of the management system for sustainable development ISO 37101: 2016, as this paper identifies the requirements of transformation according to the international standards adopted in that. The research presents a new vision in addressing contemporary issues represented in smart cities and their sustainability by fulfilling the requirements build these cities. The research relied on analyzing the gap between reality and the requirements of transformation according to the international standards issued by the ISO organization, for a number of real estate companies in the Kurdistan region of Iraq, using the checklist as a main tool in collecting and analyzing information, according to which seven main criteria were studied that determine the requirements for transformation, The research found that there was a big gap in the requirements, the most prominent of which was in the requirements of the organization context standard. The researchers proposed several proposals, the most prominent of which was strengthening training programs and raising awareness, by improving the knowledge and skills of the teams involved in applying the standard, thus reducing the gap in actual application and enhancing the ability to better implement the requirements of the transition to sustainable smart cities.
