Countries turn to the ship of reform when storms of backwardness and corruption weaken them, because it works to treat deformities and correct their imbalance. The Iraqi economy suffers from an imbalance in its production structure. The oil sector's contribution during (2003-2014) % 0.1%. As for the average period (2015-2023), the percentage reached % 4.55%. As for the contribution of the real sectors (agricultural %4.8 and industrial % 2.03%). There is an imbalance at the level of the public budget, as oil revenues constitute more than %90 of the budget revenues. In addition to the imbalance in foreign trade. The research started from the hypothesis that: the absence of aphilosophical vision for real reform among decision makers wasted Iraqs historical and con tem porary achieve meuts and the opportunity to advance to build achieve meuts and the opportunity to advance to build Iraq and its radiant role in the international community. from here, a future vision was developed through an. unconditional reform methodology to confront the forces of decline and backwardness that undermine the country's economic capabilities.
