This research examines the role of smart quality, digital transformation, and intellectual sustainability in improving institutional performance and promoting sustainable development, with a focus on the Iraqi environment. It highlights the interrelationship between these factors and their impact on enhancing operational efficiency, stimulating innovation, and raising the quality of services within public and private institutions. The research was based on a field study that included a questionnaire targeting 200 employees from the public and private sectors, who were selected according to the stratified random sample methodology. The data were analyzed using SPSS through a set of statistical tools, including factor analysis, independence testing, and prediction analysis. The results showed a positive correlation between smart quality and digital transformation, with intellectual sustainability playing a fundamental role in supporting this correlation. The analyses also revealed that institutions that adopt smart quality and invest in digital transformation achieve more efficient performance levels compared to those that do not adopt these modern methodologies.
