Automation of Customs Operations and Its Impact on Enhancing the Performance of the General Authority of Customs (An Applied Study on the ASYCUDA System in Iraq)

This study examines the effect of automating customs operations to improve the performance of the General Authority of Customs, with a particular focus on the experience of implementing the Automated System for Customs Data (ASYCUDA) in Iraq. The study aims to highlight the role of automation in improving the efficiency of customs processes and increasing levels of transparency and accuracy, thereby facilitating trade flows and reducing administrative burden. This research uses a descriptive-analytical approach, based on quantitative data collected from official reports issued by the General Authority of Customs, the Central Bank of Iraq and the World Bank. It also analyzes a set of key performance indicators before and after the implementation of the ASYCUDA system. The results show that automation of customs operations through this system has contributed significantly to improving operational performance by reducing customs clearance time, limiting human intervention, increasing data accuracy and improving revenue monitoring mechanisms. Nevertheless, the implementation process still faces several challenges related to weak technical infrastructure, the need to develop personnel skills and limited integration of the adopted systems. The study concludes by emphasizing the need to strengthen investments in digital infrastructure, continuously support capacity building programs and intensify institutional coordination efforts to maximize the positive effects of customs automation in Iraq.
