Abstract

The phenomenon of commercial dumping in the Iraqi economy is one of the most  important problems that the Iraqi economy suffers after 2003 because of the increase in imports clearly from one year to another and the various commodities, especially agricultural and industrial goods and the absence of trade policy governing imports, which led to the weakening of the Iraqi economy as a result of lower prices of imported goods and gradually replaced The local goods market, which has caused many negative effects on the overall economic activities and make the Iraqi market belonging to neighboring countries in a manner that threatens national security, especially for agricultural commodities. In order to reach the goal of research and The study started from the hypothesis that the phenomenon of dumping commodity trade negatively affect most of the economic activities in the Iraqi economy through the impact of the phenomenon of dumping commodity trade negatively affect most of the economic activities in the Iraqi economy through Resulting in a weakening of the competitiveness of local commodities and thus the dominance and monopoly of foreign goods to the Iraqi market, which in turn leads to a decline in domestic productive activity, especially agriculture and industry. The research reached a number of recommendations, the most important of which were the following:

1- The necessity of exerting more efforts to combat the phenomenon of dumping goods by supporting producers and establishing specialized groups to highlight the seriousness of this phenomenon and impose customs taxes on imported goods in a manner that makes their prices close to local commodity prices.

2 - Activation of the law to protect the product and consumer, which was initiated in the Iraqi Council of Representatives for the year 2009.

3- Paying attention to the policy of agricultural and industrial research and development and the development of institutions and research centers financially and technically through increased spending on research and development.
