Analysis the determinants of public-private partnership in Iraq

This research aims to emphasize the importance of redistributing roles between the public and private sectors in Iraq. After the public sector failed to lead the development process alone, the conviction of the importance of the active participation of the private sector in the process of investment, production and operation increased. The importance of the research is due to Iraq's urgent need to achieve a partnership between the two sectors, the partnership between the public and private sectors, by activating the role of the private sector to create a business environment suitable for investment, and ending the monopoly of the public sector on economic activity by rebuilding the role of the private sector in development to be complementary with the public sector. This call must constitute a fundamental pillar of any long-term strategy for radical economic change. The research reached a main conclusion that the areas of partnership between the public and private sectors in Iraq are limited due to the dominance of the rentier orientation over the public sector and the weakness of its interest in the production sectors, and the dominance of speculative behaviour and moving away from the behaviour of the typical investor in the private sector in Iraq. The study recommended that expanding the areas of partnership in Iraq requires activating the role of the private sector in productive activity in a way that contributes to raising the contribution of the commodity and service sectors to the GDP and reduces dependence on crude oil exports.
