Abstract

The place constitutes the focal point of interaction in accessing the horizons of development at its various levels, and it is, in other words, the field of application for the paths of development action at the national level. As important as that is, this interaction may vary from one place to another, depending on the dynamism of that place in the advantage of the site or in the available or latent resources in it, as well as in the policies adopted in encouraging or stimulating the elements of production and creating a state of compatibility and consistency in these policies between regions. The one country. In Iraq, some places, expressed in this research as "provinces", witnessed a development in the pace of development after years and even decades of accumulation in the investment movement in this or that province, which created a kind of binary spatial development at the national level. Since the eighties, the state has sought, through its five-year plans, to attempt to address this dichotomy by directing government investment, as a catalyst for private investment, to establish projects in the “unfortunate” governorates in their development path. In this research, it was shown that this trend has contributed to some extent in reducing this dichotomy of development levels between these governorates between 2011 and 2018, based on indicators of sustainable development within its 17 goals. The research reached a set of recommendations and proposals in support of this approach and activating the investment process in the governorates in a manner commensurate with their development potential without being limited to one governorate to the exclusion of others.
